INTRODUCTION           

        Congress Elementary School is a public educational institution dedicated to providing accessible, high- quality primary education to children from all backgrounds. Committed to the principles of inclusivity and equal opportunity, the school ensures that every child receives a strong foundation for lifelong learning. Funded by the National Government and guided by the Department of Education’s standards, Congress Elementary School upholds its mission to deliver free basic education and cultivate an environment where every student has the resources to succeed and grow academically, socially,’ and emotionally.

MISSION

  The mission of Congress Elementary School is to; Empower every student with practical, impactful knowledge that supports their educational journey, Cultivate essential life skills that enable students to confidently face daily challenges. Instill positive values that guide students to become
responsible citizens and individuals of strong moral character.

BRIEF HISTORY

According to the records submitted for the certification of school establishment, Congress Elementary School, located in Congress Village, Bagumbong, Caloocan City, was founded in January 1997. This establishment was in accordance with Republic Act No. 3278, also known as the Charter of the City of Caloocan, which was approved on June 17, 1961. It further aligns with DepEd Order No. 91, s. 1999, and has since been amended by DepEd Order No. 40, s. 2014.

In 1994, Kagawad Domingo Palaganas took the initiative to establish Congress Elementary School through Barangay Resolution No. 61, adopted on November 6 of that year. With support from Congressman Guanzon, funding was allocated for this vital project. A groundbreaking ceremony took place on October 25, 1996, marking the beginning of a significant new chapter for the community. Following the ceremony, construction commenced, and in June 1997, under the supervision of Mr. Pedro Inocando, Principal of Bagumbong Elementary School, Congress Elementary School officially opened its doors to welcome students.
